„Actionable“ and the others showing in your screenshot are Asana pre-configured custom fields.
There was a list posted a while ago here showing pre-configured fields but that seems outdated now as I cannot find the one you mentioned either.
When you add this custom field to a project you will see the options listed.
Now in terms of the filter you‘d like to set I have found this existing feedback thread:
However you can achieve the necessary filtering via the advanced search: How to filter or sort blocked / unblocked tasks? - #2 by Marie
You can then save the search report.
