I need the plugin installer for desktop installations of Outlook 2016, we don’t use the online version and that version of the plugin doesn’t work. Please help.

Unfortunately, the Outlook add-in doe not support on-premises Exchange Server, which probably explains why you’re running into trouble. I would highly recommend adding your vote to this thread from our #productfeedback category.
