Is there a way to require that other team members can submit their tasks for approval prior to marking them as complete? I need to review certain tasks before they’re actually “done”.

Our recommendation is to use subtasks to request for approval. By using this method, the parent Task remains incomplete until you finish your review. You can read more about this workaround in the following post post.

It would have to be part of your internal workflow, you can’t “enforce” that behavior.
It would be great if we could use rules to automate this based on a custom status field. As it stands, rules cannot create new [sub]tasks and rules cannot mark tasks as approvals.
