I assign a task to a teammate, they are not using asana , are they still counted as a user in terms of pricing

That depends on your plan. If for example you have set up an Asana organization with your company domain email then everybody added with that company email would count towards your plan. So if you assign a task to them they are basically added. If they have an email with a different domain they are considered as guests (free) but they won‘t have access to all features.
Now if you are on free/personal plan then a limited amount of users per team are free.
