Co-worker was having this same issue. She is using the desktop version of Outlook, but the calendar would not load anything no matter what we tried. However, we figured out a possible solution that worked for her. Adding the calendar to the web version of Outlook populated it in the desktop version and it functioned as intended.
Not sure if this will work 100% of the time, but worth trying if anyone is still having issues.

Making sure your device is connected to a reputable Wi-Fi network is the first step in fixing. By examining the connection, you might find out if other programs have issues connecting to the network.
Try these if your connection is generally having issues. In addition to your wireless router, restart your smartphone or tablet. For a few minutes, activate Airplane mode. To sync your emails once again, disable it, join a network, and try again. Network settings should be left alone.
Also experiencing this issue, the sync initially works, but no updates, waited 24 hours, and waited 7 days. I’ve resynced the calendar 3 times, nothing stays synced. I literally have to create a new calendar every day if I want my tasks synced to outlook correctly. Is there a fix, I see this issue reported consistently for the last 4 years…
