I have an organization that I was previously able to add more users to, but I have not been able to add any new ones in about 6 months even though it shows I only have 5 of 15 slots filled available in my current membership. I add their emails to the list to invite, it says the emails were sent successfully, but none of them receive the emails and they are not added to my team.

Oh that is very strange.
In that case I definitely recommend to contact support as they have more insight into your account to help.
I am sure they can get this sorted for you
