I have divided our teams per Tags and want to track the estimated time vs actual time per department. I saw it is possible per Project and Teams, but currently using this at a Client level - meaning a Team is the Client and the Projects/Boards are the Projects working for them. I have multiple team members working on different Teams, and I want to be able to pull the time per team member and department.

If you have portfolios you can use them as the client and use the portfolio workload view to manage peoples workload and see who is assigned what and when. You can also use the roll up custom field to total time taken per client estimated vs actual.
You can for whole teams use reporting dashboard to total by team.
