Please advise on how to control users from the same domain from utilizing a paid seat. Approval from the Super Admin or Admin should be required before they can become a paid seat member. This will allow the Super Admin or Admin to control billing costs and limit members to the initially subscribed seats.

I’m afraid the only way is to upgrade to an Enterprise tier which provides SAML so you can control who from your domain can have an Asana paid seat.
