Subtasks not counting towards goal progress

Goals automatic progress for milestones or regular tasks applies only to top-level tasks that are members of the project. (In case you’re not aware, subtasks are connected to their parent tasks who are project members, but the subtasks themselves are not, by default, project members.)

As a workaround, you could show a task in the task detail pane and type Tab+P (or Task actions menu > Add to project) to add the subtask itself to the project, and then it will participate in the goal progress as a top-level task now. It will appear in two places: as subtask, and as top-level task.

If you want to hide the side-effect of the appearance in the project at the top level, make a Hidden Subtasks section, move it to the bottom of List view, collapse it, save view, home those subtasks in that section, and they will be as out of the way as possible.
