Rules not triggering on subtask unless parent task is on the same project

I have a rule setup on a project to run on tasks and subtasks. However, in some cases, a subtask is added to the project with the rule while its parent tasks remains on another project (without the rule).
When that subtask meets the conditions to trigger the rule, it doesn’t actually run on that subtask unless I also bring the parent task over to the project. I feel like this used to work before without needing to bring over the parent task.
