Is it possible to create a rule that when I create a due date is 3 weeks or longer away it sets the priority automatically to low.
So, a task 4 weeks away would be set to low, but also one 4 weeks and 3 days away, etc.

I would probably set it up that every task that is created in a project is set to low priority in the start and then maybe have a rule that any task upcoming within the next 3 weeks is set to medium and within the next week high or however you want it.
Because this would be possible since you can also select custom.
The other way is this but then it basically only considers tasks 4 weeks away so you would have to set up more rules.
