We would like to have projects and invite guests on it but we need those projects to be “read only” (not comment or editor)
we want some guest to be able to ready the tasks, but NOT to comment it
how can we do that ?

maybe sharing a read-only link works.
Currently, I am not aware of any project permission that would not allow people to also not comment.
I have also found this post about enterprise subscriptions and a beta test regarding view-only permission.
Now for read-only links here is an interesting feedback request thread.
Now in your case I am not sure who the people are you’d like to add but this post might be relevant as well and give you some ideas.
