Is there a rule or automation that would create a new project from a template, once another project is completed? Or when a task within another project was complete.
We want to break some projects up into two phases. When the first phase is complete, then we want the second phase to launch.

You can’t do this natively in Asana but you can do it in Flowsana.net (@Phil_Seeman).

make a section for the task which makes a new project
make a task in the section above
set a rule like a picture below
