Hello! I have a client that we do work for in three different cities. We want to track all of the work by location but also have an “ALL” type project/portfolio for work applicable to all three locations. Then when we plan a trip to this location, we want a project and to pull in tasks from the main projects to include on that trip. Thoughts on the best way to structure this all in Asana?

From your message I understand you have clients, these clients have their own projects and you need a project to plan a trip to visit them.
In this case, I recommend you to create a Portfolio per client per city. Then add projects related to the specific clients to the Portfolio.
One of the projects can include all trip planning tasks. If you need other tasks to be available in this project, you can multi-home them so they are also visible in the trip planning project.
