The import facility imports tags but does not assign them to the specified task
Steps to reproduce:
Export a project where a few tasks have tags
Reimport the project
Tags exist but are not assigned to the original tasks
Browser version:
Chrome

As it stands, it’s currently not possible to import tags to your project using the CSV importer. We have an open request here: CSV importer: import tags - #2 by Shawn2.
I believe you are trying to import custom fields to the tasks that already exist in your project, can you please confirm if this is what you are trying to achieve?

As I prefer working in Excel for large lists of tasks, I was testing an export, adding a few lines to it and importing it again.
Sorry to say but I’m not impressed. The request you mention has been open for almost three years. 
I’ve posted on there now.
