There are nothing different about these two tags. And if I try and add another, Asana will just let me add another with the exact same name!
Tags was an original feature before custom fields were added, and tags is seen as a bit of a holdover. If you can use custom fields (paid plan) you’re better off because, as you see, tags are not as well maintained as most features in Asana.

I believe that’s intended behaviour.
How could it be intended behavior to allow creation of an exact duplicate of something?
I am not saying this is clever, am I saying it is intended, it is not a bug
