Approvals have 4 possible statuses, but in the Rule Builder it only allows you to select 3 of the 4.

Don’t forget to click the title to scroll to the top and vote by clicking the Vote button (as I just did); that’s the quickest and most effective way to express your support for a request.
Until/if that becomes available, I think you might be able to implement a workaround in your rule. You can leverage that Pending approval is considered “Incomplete” and all other values are considered “Complete,” so you can effectively target Pending approval directly in this manner (Completion status) instead of using Approval status. (I didn’t try this but I’m fairly confident!)
