"Tab + Enter to submit" a comment doesn't work when an image is attached

Briefly describe (1-2 sentences) the Bug you’re experiencing:

“Tab + Enter to submit” a comment is misleading/incorrect when an image is attached to the comment.

Steps to reproduce:

Type a comment. Attach an image. Press Tab + Enter. Image opens instead of submitting - it would be nicer if tab selected the submit button, and pressing tab again would then start iterating through attached images!

Browser version:

Google Chrome 106.0.5249.119
