Rule Trigger on Date Range

I have created a rule that is triggered by a task being overdue, based on the due date. If the task has a range in the due date, the rule is triggered from the start date rather than the end date. I would expect it to be triggered from the end date because the task is not overdue until you’ve gone over the end date.
