Check your ‘Check if’ section in your rule to make sure it is checking if what is completed is a task or tasks and subtasks.
Posting a screenshot of your rule settings may also help!

I bet the issue is that your rule When/If are looking both for membership in the column and completed. The subtask is completed, but it’s not actually in the column, its parent task is, unless you add the subtask (Tab+P) into the project and column/section as a top level task, which you probably don’t want to do for other reasons.
