Project Dashboards: Provide a way to show an accurate count of top-level tasks in the project

Given this set of top-level tasks, where one itself is a subtask:

Here’s what the three (no subtasks filter, don’t show subtasks, only show subtasks) dashboard counts show:

There isn’t a way to show in a dashboard chart a count of 3 top-level tasks (regardless of whether they’re subtasks or not).

That’s a tough one, the main problem being the definition of “subtask”. Here you want to be able to say “subtask, in this project’s context”
