How do the the new Portfolio Permissions impact the Project level permissions.
Question: Can a user have view-only access of the Portfolio, but be an editor of a Project belonging to that Portfolio?

Yes, I believe so. To be sure, you and a colleague can quickly create a test project and portfolio and try it out. Sometimes that approach is the fastest way to an answer!
