Permission to see all projects, but only team should have permission to edit

I am using portfolios to provide different views for different levels of leadership in our company. I need to be able to give those leaders permission to see everything in their portfolio but not have edit access to accidentally move dates etc. Any ideas?

Make the leaders members of each project and give them Commenter access, or if they have access to the project otherwise and you can, make the default project access be Commenter.
