Your question is unclear because “workplaces” is not a term used in Asana to describe how they handle accounts, and it’s important to be precise here because there are many types of arrangements and potential for confusion.

In the free org, there is a limit of users per team, but you can create several teams. According to me, there is no limit on the total number of free users. So you can have for instance 50 free users, but in several teams. Asana sales should be contacted to check that.
