A common need is to have global rules. I would love to see rules which are linked to a custom field and are applied in all projects that the custom field exists. Since custom fields can be company wide and have a library, ultimately you will have global rules which are linked to a specific custom field.

This is a great idea! We have a similar request to make Rules global: Global Rules would rule! Create a library for Rules but I understand your request is to link rules to global fields so you can re-use them accross the Organization when you add a specific global field that already include rules.
