Yes, you can certainly do this by using a custom rule; if task is added to the project then use the rule action ‘Convert to project’. In the settings you can set to create the project based on a template, while also adding the project to a Portfolio.
The key is to create custom fields in your form intake project, map those fields to the form questions and add the fields to your library. Once they are in your library, add those same fields to your portfolio where your projects will be added to. That way, your field values will ‘travel’ from your form, to intake project, to portfolio!
