We are about 40p, in my agency, but just one team is in need of the approvals capability. Is there a way we could pay for that just for one project or team?
Asking management to upgrade our license has been a no-go since it will almost triple up the price and just a small part of the people will be using that function

You can’t pay specifically for that one feature; to use it, you’ll need a Business level subscription.
However, you can set things up so only that one team pays for and operates at a Business level subscription. This is accomplished via the Divisions feature:
Contact Asana Sales as that article suggests to have them set up a Division for you.
