Is there a way to execute rules impacting tasks but not milestones within the same project?

Great question. There should be, however I don’t see such an option in the Customize/rule builder tool.
You could work around, by e.g. always keeping your Milestones in their own Section, and then using that in the Rule (“Section is NOT…”).
As @anon91170507 suggests, or also via a custom field single select value only applied to Milestones, then incorporated in a NOT rule ANDed together with your other rule.
