When using Asana Desktop (I’m on MacOS Catalina 10.5.2 & Chrome Version 81.0.4044.129 (Official Build) (64-bit)), I’ll try to comment on a task and use the Man Shrugging emoji in the lighter-skin dark hair skin tone, yet it ALWAYS then posts as a white male with blonde hair, with a skin tone box just to the right of it.

I can post the same emoji via the Asana Mobile App (for iOS) no problem.

Steps to reproduce:

Go to any task, comment and try a non-white with blond hair emoji with some other skin tone, and try it via desktop vs. mobile and tell me if you can do it or not.

I just tested myself and I got the same behaviour as you. I’ve gone ahead and file a task for the this and I’ll keep you posted as soon as I get an update!
