Drag and drop of tasks in list and board view don't work

Briefly describe (1-2 sentences) the Bug you’re experiencing:

Try to drag a task to reorder and you can’t move it.

Steps to reproduce:

Try to drag a task to reorder, put in new section, or in new column and the item in question just jiggles in place and does not move

Browser version:
Chrome 72.0.3626.119

Yes reproduced incognito and with MS Edge browser
