Create dependency for a multi-step rule to prevent task closure without sub-tasks completion

I want to create a dependency for a multi-step rule. basically I have noticed my team is not closing out subtasks (assigned by my rule) so I want to create a dependency so that they must close out sub-tasks before they can complete a task.
