Can I add a Project Member who is not part of a Team?

Hello,
I was wondering if it is possible to add a person to a project who is not a Team Member? for example:

Lets say I have a team called “My Team” and I have three people:

  • Tom
  • Dick and;
  • Harry

I have one project under this team but I want to add “Bob” who isn’t part of the Team but whom I need to do some work on the project. Can I add Bob to the project without needing to add him to My Team?

I have added people per the button in the top right corner but it is not showing on the person’s screen when she logs in.
