Rule based on Project

Could a rule be created so that if the task is from a particular project, I could automate it to go to a particular section in my tasks?

Rule Ranking/Exceptions

Would it be possible to have a ranking or override system for rules? Or exceptions to a rule? I have a rule that has if due date is approaching, due today, move to __ section. However, I would like this to be exempt for rules that I have recurring daily, or potentially over exceptions. For example, if ranked, I could rank due today as 2 and recurring daily as 1 so that runs as more important and overrides the due today.
