An extremely helpful tool would be to allow triggers to from one project to run a rule involved with a separate project. For example, I move task “x” from project “y” into section “submitted” and then that same task is removed from project “z”. Would be interesting to hear if anyone else would find this helpful.

However, this could be achieved now, as long as you have an ‘operator’ than spans across both projects, such the same single-select field in both projects or a task type applied to a task so the trigger could be when the field is changed or if the task type status is changed, to trigger a couple of rules, one in each project Y and Z, in your case.
Sections cannot be used in such cases since they are unique to each project (even though they might have the same name, for example).
