Add tag interface often defaults to "Create tag for 'tag_name'" even when tag_name already exists.

I use tags a lot, and I prefer to do this on desktop with a keyboard since it’s faster and easier. I used to be able to just type out the name of the tag, wait for the typeahead suggestions to update, and then press “Enter”.

Unfortunately, now half the time when I do that, it doesn’t add the tag I want, but instead creates a new tag with the same name. This is because the Create tag for 'X' option is highlighted even when I’ve typed out the full and exact name of the tag I want. My cursor is not hovered over that option, and I’ve done nothing to indicate that I would want that to be the default when I press “Enter”.

This is really disruptive to my workflow, and I don’t see why anyone would prefer this behavior, especially since it’s nondeterministic: sometimes it highlights the tag and sometimes the create tag option, and I can’t predict when it will do which.
