Upgraded to 5 starter seats but some members aren't upgraded

After the free trial I upgraded our small team to the Starter plan with 5 seats. However, myself and one other team member have access to the Starter plan but the other do not. I’ve tried removing one of the members and re-adding them but that didn’t work. Am I missing something here?
