I’m trying to restrict a user’s access so they can only see the projects we select for them, no matter what team those projects are currently in. I understand this can be done with external guests, but I can’t find how to do it with members of the organization.

This help article outlines how to set up project permissions, but basically, you’ll want to make your projects private to members by default and then share them with either teams or individuals (depending on who you want at each access level). It sounds like your projects are currently either public to the organization or shared with teams that the user is a member of.
