I know last 2 is possible, how about program level?

You can use Reporting in the left sidebar as one option. You can make any number of dashboards and name them by the name of your program. Each can contain any number of charts. You can report on an arbitrary set of portfolios (perhaps a set of them that you consider a program), or set of any projects, or other groupings.
Since a project can be in multiple portfolios, if you were to define a portfolio to encompass your program’s work (by including all projects that make up your program) you could use that portfolio’s dashboard as your program dashboard.
Note that portfolios can be nested. You might be tempted to create a program portfolio by just including your several other portfolios. Test that first, because you’ll note that you will lose the ability to use certain regular portfolio tabs, and I believe you may lose visibility into projects when using the dashboard, but you should test.
