Members cannot add subtasks to any project despite whole team being a "project admin"

  1. Anytime a team member tries to put a subtask into a project, the “add to project” (tab P) option does not exist in their pane.
  2. All members of the team have project admin rights to try to fix this with no luck. The project, “Design requests” also had whole team set as project admin.

Sorry you’re experiencing this. I haven’t seen other reports of an issue in this area so I think it’s something simple, but I believe we’d need to see screenshots showing exactly the steps you’re following and where you are and what you expect to understand specifically what the underlying issue is.
