I am having trouble figuring out how to get the portfolio view/export to show the hours worked on each project, from the data that is being entered into the hours field within each project. I can export from a singular project and clearly see the hours worked for each task, but when I go to look at a portfolio containing that project, the hours are gone… is there a reason this isn’t transferring over?

As it stands, it’s currently not possible to export a Workload for a Portfolio.
As a workaround, you can create a master project and multihome all tasks from the Portfolio. Then you can export this project and this will allow you to see more detailed information by task. I understand this is very manual and may not be the solution you were hoping for.
I’ll make sure to keep you posted if this is something we plan to implement in the future!
