Commenters should be able to use Feedback tool

I have a project where my team puts files to be reviewed by multiple departments. Each department has an identified user assigned to an approval subtask, so they are all providing feedback on a single copy of the document in the parent task, seeing one another’s comments, and able to hash out differences without the file owner having to play intermediary.

I would like to be able to set those department-level approvers to Commenter permissions for the project, but still allow them to utilize the feedback tool. It appears that this is not currently possible, because the feedback tool creates subtasks (as it should) but Commenters cannot create subtasks.

For the most part, we’ve been able to get by giving our approvers Editor permissions, but this situation is increasingly creating problems for us because it also enables them to change the completion status of tasks that are not assigned to them. This, in turn, causes permanent discrepancies in our reporting because we are unable to undo the completion date and time-in-field changes it creates. While it would be nice to have faith in training being a viable solution to keep people from touching things that aren’t theirs, in a high-volume work environment, mistakes are going to happen.
