Can't change the order of custom fields in project template

I am trying to change the order of custom fields in a project template. The functionality seems to be there, I can pick up and drag a custom field to another spot, and a line shows up where I want it to be. However, the change doesn’t actually take place, and the custom field just ends up back where it started. I am working in the workflow > fields area of the template.
