How to reproduce:
In a project that has some completed tasks, use the export function to export to CSV.
Examine the CSV. Notice that the task completion status is not one of the columns.
I accomplished this using the web-based interface on the latest version of Chrome on OSX.
The impact of this bug is that CSV project export is basically useless. If you export a project and import it back into Asana in another domain or whatever it is called, all the completed tasks will magically reappear.

Don’t forget to click the title to scroll to the top and vote by clicking the purple Vote button.
Additionally, until/if that feature is implemented, there is a “Completed at” column exported; if it has a value, the task is complete and otherwise it’s incomplete. So you could delete those rows with values there before import in your example.
The free Asana2Go (disclaimer, I’m the creator) has two CSV export options, and the ability to customize others. Both include a “Completed?” column with values true or false for every row exported. Also, with Asana2Go you can choose what’s exported (Asana only does the entire project) so you can simply export incomplete tasks only in the first place.
Finally, since it sounds like you’re moving projects from one Asana workspace to another, consider ditto.kothar.net.

Thanks Larry, deleting the completed rows is a good suggestion for a workaround.
I did try ditto, but it hung on all of the projects I tried to transfer. I reported the issues, but I could not get it to work at all. I will try your suggestion.
Also, a slight edit to my original post. The export CSV function does export the completion status. The bug is on the import side. When you import a CSV, it marks all completed tasks as incomplete.

Re Ditto, I’m sorry about that. I recall a recent report indicated that it needed an update due to an Asana API change (cc @Kothar).
Re import, you could import a custom field column with a value triggering a rule to mark tasks complete on import. Not ideal to have to do the extra work, but an option.
