It seems like Tags are somewhat useless or am I missing something?
I can’t seem to associate the tags field with a form so that we can collect data. More importantly, I can’t use the data in the tags field for any chart options in the dashboard.
Am I just missing some option or is this field extremely limited?
I haven’t found a use for them, as it is basically one big company-wide unregulated custom field where everyone is editor.
I can’t think of a case where I’d recommend to use tags, so I would agree with you that they are pretty much useless, unless you are in the free version and it’s all you’ve got to give extra context to your tasks.

They came long before custom fields and, as mentioned, are useful for free plans.
They’re also useful for some as the easiest way to specify widely but perhaps sparsely used attributes on tasks anywhere without any special setup–without having to add a custom field to each and every project in which you want to specify those ubiquitous attributes.
Custom fields are always a first choice, unless you don’t have them (free plan) or the above applies.
