Restricting editing custom fields for non admins

I do NOT want non-admins in my org to create their own custom fields. How can I do this?

Is editing of the custom field locked? Or does the custom field value get locked? For example, If we create a “Project URL” custom field, does locking it restrict users ability to change the title of the field or does it restrict the users ability to change the URL that would be added to the field?

Locked custom fields prevent people from editing the name, type and options available for a custom field. But that does not prevent folks from editing the value (or in your case the URL) of a custom field.
