Is there a way to block off a specific time in Asana for when people are on vacation/away at a burst etc?

you can show yourself as away via Asana profile settings.
Apart from that here is an existing feedback request thread that you might be interested upvoting: Holiday/Leave/Block off time - either as PTO, Holiday, or all day task

What I have seen being used in the Asana account by Asana employees is updating their names to include their vacation dates.
