Why doesn't a requester get a confirmation email once submitting a form?

I know there is a screen that says a confirmation, but if there is an email field, why not utilize that to let a user know they were successful in their submission? I get frantic notes pretty often that they never got a submission confirmation. It gets tiring letting them know, “If the screen says ‘Your submission has been received’ with the two characters high-fiving, your submission happened.”

It’s becoming a huge time-suck.
