When I search for tasks assigned to someone, I am an admin, they come up and it says “Tasks visible to you.” I am wondering what makes a task visible or not to me and if there is a way in settings to allow me to see all tasks assigned to an individual?

This is normal behavior for Asana. All users have freedom to create tasks as they want - by default they are unvisible for other user unless user grant access to it by:
-
adding to projects
-
adding collaborators
-
make them public
