script for conditions in rule

I want to create my own conditions using script like run script action in rule.
Now we can write conditions in run script.But it is always bundled with an action.
That is inconvenient to use.
If we can make conditons independently, it is possible to combine various actions.
Furthermore that make people efficient to share those conditions in a organization.
