Nobody filter not working properly?

I have possibly found a bug - either that or my brain is just not working today. I was working with a client and we discovered that when I tried an advanced search and filtered by “Nobody” it gave me a return, but the returned results did not actually include all records with ‘Nobody Assigned’.
